EU imposes temporary anti-dumping duties on cold-rolled stainless steel flat products in India and Indonesia

The European Commission issued an official gazette on May 27, announcing the imposition of temporary anti-dumping duties on imports of stainless steel cold-rolled flat products originating from India and Indonesia. The specific tax rate (based on the CIF EU border price) is JSL and JSHL 13.6% of India Jindal Group, 34.6% of India Chromeni Steels and other Indian companies; Indonesia Ruipu Nickel-Chromium Alloy Co., Ltd. (IRNC) 19.9%, Jindal Stainless Indonesian companies and other Indonesian companies 20.2%. In response to a complaint filed by the European Iron and Steel Institute (Eurofer), the European Commission initiated an investigation into this case on September 30, 2020. The final judgment of the case is expected to be announced before the end of the year.

According to the relevant EU data cited in the communiqué, compared with 2017, the dumping and damage investigation period (July 2019 to June 2020) of the EU-related stainless steel cold-rolled flat steel consumption, in this case, dropped by about 17% to 3.206766 million tons. ; Imports from India fell by about 5% to 108,885 tons, and its market share increased by about 0.4 percentage points to 3.4%, and the import price dropped slightly to 2,073 euros/ton; imports from Indonesia increased by about 544% to 89,131 Ton, the market share increased by 2.4 percentage points to 2.8%, the import price increased by about 8% to 1962 Euro/ton; EU production fell by about 16% to 3,111,804 million tons, and the production capacity increased by about 4% to 4,572,365 tons. The data also shows that compared with 2017, the EU’s imports from Taiwan during the survey period fell by about 17% to 165,54 million, accounting for about 5.2% of the market, and the average price was 1,655 euros/ton; imports from South Korea increased by about 12% to 164,882 tons, the market share increased from 3.8% to 5.1%, with an average price of 1853 euros/ton; imports from South Africa fell by about 17% to 81,537 tons, with a market share of 2.5%, with an average price of 1,785 Euro/ton; imports from other third parties decreased by about 53% to 266,255 tons, and its market share dropped from 14.6% to 8.3%, and the average price increased by about 17% to 2407 euros/ton.
